Arkansas nurses in Ball State's MS in Nursing and DNP
Arkansas is one of just six states where Ball State's DNP is authorized, and the MS in Nursing is open there too; the Post-Master's Certificate FNP is the program Arkansas residents cannot take. Arkansas sets out no approval step before a program from elsewhere places students in its clinics, and as a compact state it lets a multistate RN license carry the licensing side.

Arkansas on the State Authorization Map
Arkansas shows one of the odd patterns on Ball State's map: the doctorate is open while the certificate is closed. A BSN-prepared Arkansas nurse can reach FNP through either the MS concentration or the BS-DNP's FNP cognate, while an MSN-prepared nurse has no Ball State certificate route from home.

None of this is a licensure ruling. Ball State publishes no determination for Arkansas and asks students to take licensure questions to the state's licensing agency, the Arkansas State Board of Nursing; every program's states appear in the state authorization guide.
Two paths to FNP: the MS or the BS-DNP
The MS in Nursing FNP concentration runs six clinical courses, from NUR 634 Advanced Health Assessment to the 180-hour NUR 673 practicum, for 690 hours. The BS-DNP's FNP cognate, per Ball State's DNP page, totals 1,000 clinical and practicum hours in NUR 781, NUR 782, NUR 783 and the NUR 785 immersion, starts only in the fall, and adds a scholarly project whose site you confirm with your DNP Project Committee by the start of NUR 792.
The doctoral primary care courses follow a strict sequence, so an Arkansas DNP student needs a preceptor in back-to-back semesters. Ball State's sources disagree on hours for the executive and educator cognates, and CCNE's directory does not list the DNP; the DNP guide explains both before you choose.
What Arkansas asks of an out-of-state program
The Arkansas State Board of Nursing publishes no rule requiring a program from another state to seek approval before clinical-only placements. Arkansas's prelicensure standards (17 CAR Part 125) come into play for a school from another state only if it opens a new Arkansas program, and the APRN program rules lean on national accreditation. If a clinic raises the question, the Board is the authority.
The Nurse Practice Act's student exemption from licensure is written for programs the Arkansas board approves, so expect to practice under your own RN license, which Ball State requires anyway. AANP groups Arkansas with the reduced practice states: a regulated physician agreement governs at least one part of NP practice, and certain drugs require a physician protocol agreement.
Little Rock, Northwest Arkansas and the borders
The Census Bureau's 2025 figures give metro Little Rock, with North Little Rock and Conway, about 778,000 residents and Fayetteville-Springdale-Rogers about 622,000, with Fort Smith near 234,000 (193,000 on the Arkansas side) and Jonesboro near 139,000. UAMS Health, Baptist Health in Little Rock, CommonSpirit's CHI St. Vincent, Mercy's hospitals in Fort Smith and Northwest Arkansas, and the pediatric system Arkansas Children's are the large names, each with its own student process. Ball State's agency notes name no Arkansas system.
The borders are tight. Oklahoma, Texas, Louisiana and Tennessee are all closed to Ball State's MS and DNP, so the Oklahoma half of the Fort Smith metro cannot hold your hours. MS students may look to Missouri or Mississippi, which are authorized for the master's; DNP students have no authorized neighbor at all.
A compact license from Arkansas
Arkansas has been a compact state since January 19, 2018, with the compact written into Title 17, Chapter 87 of the Nurse Practice Act. An Arkansas resident's multistate RN license covers practice at home and in the other member states; Ball State asks that it be active, unencumbered and approved in American Data Bank. Can I take Ball State's FNP certificate while living in Arkansas?
Not at the moment. The map lists the Post-Master's Certificate FNP as not authorized in Arkansas, and neither the handbook nor the application page includes Arkansas either. From Arkansas, Ball State's FNP routes are the MS in Nursing concentration and the DNP's FNP cognate, both authorized.
Who approves my DNP project site in Arkansas?
Your DNP Project Committee. Ball State's handbook asks you to confirm the clinical or community site for the project with the committee by the start of the semester you take NUR 792. Before implementation, IRB approvals, clinical clearance, a practicum mentor agreement, an agency agreement and your project faculty advisor's approval all have to be in place.
Is the Muncie campus day required for Arkansas DNP students?
Ball State ties one 8-hour campus day in Muncie to the MS FNP's NUR 681. The DNP application page says only that campus visits may be required in certain NP clinical courses, so ask your advisor which, if any, apply to the FNP cognate before you book travel.
Can my Arkansas employer host my clinical hours?
For FNP students, not in your own unit or clinic, per Ball State's MS FAQ; another practice in the same system can work if it signs Ball State's agreement. For MS Nurse Educator and Leadership and Management students, Ball State allows the 180-hour NUR 672 practicum at the workplace under a master's- or doctoral-prepared RN.
