Ball State's MS in Nursing for District of Columbia nurses
Ball State's MS in Nursing is open to District of Columbia residents; its post-master's FNP certificate and its DNP are not. What makes DC unusual is the map around it: Maryland and Virginia are both closed to the MS, so a DC student's home and every clinical hour stay inside the District.

What Ball State's map lists for DC
Ball State's map page for the District places the Masters in Nursing under Authorized, and with it all three MS concentrations. The Doctorate of Nursing Practice and the Post-Master's Certificate FNP both appear under Not Authorized.

A metro where only the District counts
The Washington-Arlington-Alexandria metro stretches across DC, Virginia, Maryland and West Virginia and was home to about 6.47 million residents by the Census Bureau's 2025 estimate. Virginia, Maryland and West Virginia all sit on the closed side of Ball State's map for the MS in Nursing, and its catalog asks graduate students to live in and log clinical hours in authorized places, so clinics in the Maryland and Virginia suburbs are off the table.
The same map governs a move. Ball State's program pages say students who relocate where the master's program lacks authorization cannot progress, so crossing the District line into Maryland or Virginia mid-program would halt your studies. Any move also triggers the handbook's seven-day notice to the Clinical Placement Coordinator, so check the map before you sign a lease. Clinicals outside Indiana covers the rest.
Nurse practitioners in the District
AANP rates the District as full practice. Under DC law, as AANP's fact sheet summarizes it, NPs evaluate, diagnose and prescribe on their own authority; only the Board of Nursing regulates their licenses, which rest on an RN license, a completed NP program and national certification; and the District counts NPs among its primary care providers. That last point suits Ball State's FNP, whose clinical hours the MS FAQ steers toward primary care and clinics, away from acute care.
Licensing for APRNs, NPs included, belongs to the DC Board of Nursing, a division of the Health Systems and Preparedness Administration at DC Health. Ask it directly whether the District sets any step for programs based outside DC; Ball State's pages do not mention one.
Hospitals as landmarks, clinics as the search
MedStar Health runs two of the District's big hospitals, Washington Hospital Center and Georgetown University Hospital. Children's National is the pediatric name, George Washington University Hospital and Howard University Hospital carry university names, and Sibley Memorial belongs to Johns Hopkins Medicine. Treat them as landmarks, not sites known to take Ball State students: each handles students its own way, and none appears in Ball State's list of excluded agencies.
For an FNP, the search centers on primary care practices, pediatric offices and women's health clinics inside the District's borders, one course at a time: adult care for NUR 681 and NUR 683, children for NUR 682, women for NUR 684, never your own unit or clinic.
A DC license, outside the compact
Of the 43 jurisdictions NCSBN counts in the Nurse Licensure Compact, DC is absent. Practice in the District therefore runs on a DC RN license issued by its Board of Nursing, and Ball State expects it current, carrying no board restriction, and cleared by American Data Bank before each expiration date. Why DC students choose us
The School of Nursing expects students to take an active role in securing placements and to start the affiliation agreement roughly a semester out, with faculty available if issues arise. Your placement advisor draws the search boundary at the District line on day one, since a Maryland or Virginia clinic would not count, then pairs each DC preceptor with the right Ball State course. Questions Ball State students ask
Can I keep my Maryland address and use a DC clinic?
No. Ball State's catalog asks graduate nursing students both to reside in and to complete clinical hours in an authorized place, and Maryland is not authorized for the MS in Nursing. Working in the District does not change where you live for this rule, so a Maryland resident cannot enroll on the strength of a DC job.
Is the FNP certificate or the DNP open to DC residents?
Neither, on Ball State's current map. The certificate is authorized in nine states and the DNP in six, and the District appears on neither list. DC nurses who want an FNP through Ball State take the MS in Nursing's FNP concentration, 48 credits and 690 clinical hours.
Will a multistate license from my previous state work for DC clinicals?
Not in the District. DC is not a compact member, so a multistate license from a member state gives no DC practice privilege. A DC resident's RN license comes from the DC Board of Nursing, and that is the license Ball State expects to see approved in American Data Bank before your first clinical day.
Can my DC hospital host my leadership practicum?
It can, provided the employer is in the District and signs Ball State's affiliation agreement: the educator and leadership concentrations allow the 180-hour NUR 672 practicum at your job, supervised by an RN prepared at the master's or doctoral level. An employer in Maryland or Virginia cannot host it, since neither is authorized.
