Ball State FNP and MS students living in Illinois
Illinois residents can enroll in Ball State's MS in Nursing but not in its Post-Master's Certificate FNP or DNP. Three Illinois specifics shape the preceptor search: Ball State will not contract with Northwestern Memorial Healthcare, Illinois licenses its nurses outside the compact, and a rule in its administrative code asks out-of-state programs for paperwork before placements without saying whether graduate programs are covered.

The Illinois page of Ball State's map shows the Masters in Nursing, and with it all three concentrations, as authorized; the certificate and the DNP sit under Not Authorized.

Ball State draws no conclusion about Illinois licensure for these programs; it leaves that to each state's licensing agency, in this case IDFPR and its Board of Nursing. The state authorization guide compares Illinois with the rest.
The Northwestern exclusion, facility by facility
Ball State's Current Student Resources page, in its Notes About Clinical Agencies By State, says Ball State will not contract with Northwestern Memorial Healthcare and that the network's facilities cannot be clinical sites. It then names ten entities, from Northwestern Memorial Hospital and the Northwestern Medicine hospitals at Central DuPage, Delnor, Lake Forest, Kishwaukee and Valley West to Marianjoy Rehabilitation Hospital and the network's physician and medical groups.
The medical groups are where students get caught: a primary care office can belong to one without saying so on the door, so ask who owns a practice at the first call. Ball State's notes say nothing either way about Advocate Health Care, another large Illinois system, so ask the Graduate Clinical Placement Coordinator before approaching it. Illinois rules that touch your clinicals
Illinois alone among the neighbors writes down a placement step for programs from elsewhere. Title 68, section 1300.340(n) of the state's administrative code lists five items an out-of-state nursing program sends before its students train in Illinois, and grants approval for two years with yearly reports. Sitting among the RN program-approval provisions, it never says whether a graduate APRN program like Ball State's must file; that question belongs to Ball State's placement staff.

A related provision is plainer. Under 1300.340(j), a staff preceptor needs faculty approval and orientation, stays present while you give care, and must be RN-licensed in the state where you are practicing. AANP rates Illinois reduced practice, with collaborative agreements in some settings.
Chicago, downstate and the state lines
The Census Bureau's 2025 estimates give the Chicago-Naperville-Elgin metro about 9.43 million residents, some 8.71 million of them in Illinois. Downstate, Illinois holds about 672,000 of the St. Louis metro; Peoria's metro counts about 364,000 residents and Rockford's about 337,000. OSF HealthCare, Endeavor Health and UChicago Medicine are large systems outside the Northwestern network, each with its own student process.
The Chicago metro reaches into Lake, Porter, Jasper and Newton counties in Indiana, and the St. Louis metro into Missouri. Both states are authorized for the MS, as are Wisconsin and Kentucky, so a clinic there can fit if your license covers it and your advisor agrees. Iowa is not authorized.
An Illinois license for Illinois clinicals
NCSBN lists Illinois outside the Nurse Licensure Compact with no bill to join it, so an out-of-state multistate license counts for nothing in an Illinois clinic. For Illinois clinicals, Ball State's license rule therefore means an IDFPR-issued Illinois RN license, kept approved in American Data Bank. The Illinois Nurse Practice Act does let RNs licensed in other states practice within a program of study, but only in graduate or completion programs located in Illinois, and Ball State teaches from Muncie. Questions Ball State students ask
Is a Northwestern Medicine physician office allowed for Ball State clinicals?
No. Ball State's note covers the network's facilities, and its list names Northwestern Medical Group and Northwestern Medicine Regional Medical Group along with the hospitals. A practice inside those groups is out, however good the preceptor.
Can I live in Chicago and do my clinicals in Northwest Indiana?
Indiana is authorized, so the catalog's rule allows it in principle. Your Illinois license stops at the state line, because Illinois is not a compact member, so an Indiana license would be needed too. IU Health's own student page limits placements to students with Indiana residence and an Indiana license. Confirm any cross-border plan with your advisor.
Does Ball State file the Illinois out-of-state program paperwork?
Ball State's public pages do not say. The code's five items include things only a school can supply, such as proof of home-state approval and faculty qualification forms, so ask the Graduate Clinical Placement Coordinator whether the requirement applies to your course, and who files it, well before the semester starts.
Can I take Ball State's FNP certificate or DNP from Illinois?
Neither is authorized in Illinois. The certificate is open in nine states on Ball State's map, and the DNP, whose entry dates from September 2025, in six. From Illinois, the MS in Nursing concentration is the Ball State route to FNP.
