Kentucky and Ball State's MS in Nursing: what applies to your clinicals
Ball State enrolls Kentucky residents in its MS in Nursing, FNP concentration included, while its map keeps the Post-Master's Certificate FNP and the DNP closed there. Kentucky's Board asks no approval of Ball State as a school, yet it expects something specific of the person who precepts you: a Kentucky APRN license.

Ball State's status for Kentucky residents
Kentucky sits among the 26 jurisdictions where the Masters in Nursing entry is authorized, which opens all three concentrations. The certificate and doctoral entries both list Kentucky as not currently authorized, so the post-master's route to FNP is closed from Kentucky for now.

Ball State stops short of any licensure verdict for Kentucky and tells prospective students to consult the state's licensing agency, the Kentucky Board of Nursing. For every state's entries, see the state authorization guide.
The Kentucky Board's rule lands on the preceptor
KBN approves only prelicensure programs that begin in Kentucky. Its overview for out-of-state programs says a program based elsewhere needs no Board approval, even when its only Kentucky presence is a clinical component, so no Board approval stands between Ball State and your Louisville or Lexington clinical.
The same overview then turns to people. Anyone precepting an online MSN or DNP student in Kentucky, like faculty overseeing such students on site, is expected to carry a Kentucky RN license and a Kentucky APRN license, both active and unencumbered; KBN drops the RN half only for faculty who live in a compact state. Ask each prospective preceptor about both at the first conversation.
One more provision helps students coming from across the river. The Board reads KRS 314.101 as letting a nurse licensed in another state complete a Kentucky rotation if the school belongs to SARA or is licensed by the state's Council on Postsecondary Education, and NC-SARA's directory shows Ball State as a participant.
Louisville, Lexington and the river towns
Kentucky holds about 1.12 million of the Louisville/Jefferson County metro's 1.4 million people, per the Census Bureau's 2025 counts, with Lexington-Fayette near 535,000, the Kentucky share of the Cincinnati metro near 475,000 and Bowling Green near 197,000. Baptist Health, St. Elizabeth Healthcare, UofL Health, Norton Healthcare and the University of Kentucky's UK HealthCare are the big systems, and Ball State's agency notes name none of them.
Norton's student page sends advanced practice students to a dedicated clinical placement team and says the preceptor is approved against the school's own criteria. Norton also runs three Indiana hospitals across the Ohio River: Norton Clark in Jeffersonville, Norton Scott in Scottsburg and Norton King's Daughters' Health in Madison.
AANP places Kentucky in reduced practice. Unless the Board has exempted them, NPs who prescribe need two physician agreements, one for controlled and one for noncontrolled drugs, and a newly licensed NP's first year carries conditions on the employment setting. Tennessee, Virginia and West Virginia are closed to Ball State's MS, while Ohio, Indiana, Illinois and Missouri are open.
Your compact license from Kentucky
Kentucky put the compact in place on January 19, 2018. A multistate RN license issued to a Kentucky resident therefore reaches practice in Indiana and Ohio as well, since both belong. Ball State's catalog wants it active and unencumbered, and every renewal has to clear American Data Bank before the date shown there. The RN license guide walks through it.
The only required trip north is the FNP's 8-hour clinical day on the Muncie campus inside NUR 681, with the date set by the course.

Questions Ball State students ask
Can I live in Northern Kentucky and do my clinicals in Cincinnati?
Ohio is authorized for Ball State's MS in Nursing, and a Kentucky multistate license covers practice in Ohio, so a Cincinnati clinic can fit. Ball State asks graduate students to live and train in authorized states, so confirm the plan with your advisor. Ohio's own rules are on the Ohio page.
Is Ball State's DNP open to Kentucky nurses?
Not today. When Ball State created the DNP's map entry in September 2025, it authorized six states, and Kentucky was not among them. A Kentucky nurse aiming at FNP has the MS in Nursing concentration, and the map is worth rechecking, since Ball State updates it.
What happens if I move from Kentucky to Tennessee mid-program?
Tennessee is not authorized for Ball State's MS in Nursing, and Ball State's program pages say a student who moves to such a state cannot progress. The handbook also requires an email to the Clinical Placement Coordinator within seven days of any move. If a move is possible, raise it with your advisor before you sign a lease.
Who checks that my Kentucky preceptor qualifies?
Ball State's preceptor qualifications live in the clinical packet in the Nursing Grad Students Canvas Community, and your course faculty and the School's placement and compliance staff review each site. Kentucky adds its own expectation of a Kentucky APRN license, so look the preceptor up with the Kentucky Board of Nursing before the agency signs.
